This paper analyzes a conflict between the cabildo and the governor intendant of Córdoba, on occasion of the elections of 1814. The analysis focuses on the arguments expressed by the council to defend the right to choose the local officials without intervention of the governor. Among these arguments, particularly relevant is the connection that arises between the traditional privileges of the council and the doctrine of the "rights of man". At the same time, the use of the delicate doctrine on the right to armed resistance against the grossly unfair acts of legitimate authority is an evidence of the political tension of the moment. The case is just an example of the process by which the old notion of collective freedom was re-signified on a concept of "rights of peoples" that would be a key of the constitutional discussion in the next decades.
