The following article analyzes the impact brought by the enactment of the Constitution of the province of Salta in the formation of a new political order, taking under consideration two main aspects: on the one hand, budget and State agencies; by the other, citizenship and public sphere. The implementation of these new institutions in a political context threatened by frequent civil wars had unforeseen consequences that, however, contributed to the consolidation of the provincial state.
