This article discusses the effects of the Constitution of Cadiz in Cuba from 1812 to 1814, taking as an example the study of the municipal government of Sancti Spíritus. It also describes the activities of the constitutional city council established in this city in 1812 and closed in 1814. Considering this analyis, the author critiques the traditional Cuban historiography that asserts the sparse implementation of constitutionalism on the island. The author’s point of view is supported by archival documentation from the books of acts of the city council of Sancti Spíritus. This documentation enables a new interpretation of the local action of the municipal government of Cuba during the first constitutional period in the nineteenth century, particularly in respect to the application of constitutional proposals.
