The characterization and estimates of urban transformations within the main Uruguayan national conurbation are concerned with 2 periods: 1985-1996 and 1996-2004. In order to identify the sites with relevant changes, special attention was placed on the one hand, in urban land use and interface occupation in borderlines and on the other hand, the development of GIS maps with housing and population densities. Comparative maps 1996 - 2004 were tested out against contemporary aerial photographs in order to emphasize substantial density fluctuations together with infill and expansion in new locations. Besides territorial estimates and density variations, this study refers to current process for access to land and urban 'retroactive' environmental land conditioning by public agencies. Variants of precarious habitat characterize the most dynamic sub-systems of low income housing development in metropolitan Montevideo.
