This article seeks to comparatively analyze two cases of cooperatives organized by state au-thorities to build low cost housing. The two selected cases were developed for the Buenos Aires Metropolitan Area by the Emergency Housing Program, popularly known as "Work and Shelter", during the period 2003 - 2010. One of these cooperatives was organized by the unemployed "piquetero" * movement (in its two political variants) which integrated their housing goals within their previous organizational and formative experiences. The other cooperative was created by the municipality that gathered the population together on the same land they already occupied, resulting in the construction goals being overtaken by the need for social containment implicit in the characteristics of the social housing program. In both cases internal tensions between the cooperatives' members and the state agency eroded the conditions for the sustainability of the project, as will be analyzed. This enquiry contributes to refl ecting on the role of public agencies in relation to the cooperative modality for the building of low cost housing projects.
