Informality has been a central characteristic of urbanization in Latin America. As a result, governments have generated different housing policy responses to solve it. In Argentina, the Neighborhood Improvement Program -Programa de Mejoramiento de Barrios (PRO-MEBA) - is a national housing policy that from an integral approach seeks to consolidate informal settlements with urban, environmental and social interventions targeted to popu-lation with unsatisfed basic needs. In this paper, PROMEBA is analyzed based on official documents, available statistics, bibliography and interviews to key informant, and its' main goals, components and operation are reviewed. It also seeks to explore how their activities were executed in the southern province of Chubut, to finally consider its impact on Puerto Madryn, the city of faster population growth in the region in the last forty years, where nearly a quarter of the population was beneficiary.
