The present article aims to reflect on the locational capital of those living in small cities, with emphasis on the effects of small towns on their young people. . For this purpose, we conducted a case study about a small city in the Province of Buenos Aires: the city of Villa Gesell. In methodological terms, we chose a qualitative strategy based on in-depth interviews with a group of young people and residents who possess relevant knowledge about the problem to be analyzed. Among the findings, it stands out that in this small city the young people worthy of a city, socially legitimized as community members, are those who tend to abandon it to go to a big city; while the unworthy young people, the "outsiders", are those who actually inhabit it, live it and experience it, in short, those who need a city and don't seem to have it.
