Abstract

UGARTAMENDIA, Mariana Relli. Trajectory of the regularization policy of the urban popular habitat in the province of Buenos Aires, Argentina, 1983-2015. Cuad. urbano [online]. 2020, vol.29, n.29, pp.51-74. ISSN 1853-3655.  http://dx.doi.org/10.30972/crn.29294622.

This study focuses on analyzing the treatment of the irregularity of the urban popular habitat given by the successive governments of the province of Buenos Aires, Argentina, since the problem entered on the public agenda as an issue, in the mid-1980s, until 2015. The different types of irregularity and their determinants are identified to later reconstruct the set of instruments that, as a toolbox, were implemented to address the problem in its heterogeneity. Then, based on the results of a diachronic analysis, the contextualized characterization of the three-decade cycle of the Buenos Aires regularization policy is presented, its stages, the roles that the State assumed in the face of irregularity and its general results. The foundations that have sustained these interventions for more than three decades are discussed.

Keywords : Popular habitat; regularization policy; Province of Buenos Aires.
