In the Laws, at 949 e3 e4-953, the "Athenian" discusses the problem of the city's relations with the outside and looks at who can enter or leave the territory. His description places particular emphasis on the citizen who travels abroad as an observer (θεωρός) and who enters the city as foreign (ξένος). At this point, the text clearly identifies the two people into one, whose characteristics fit well with the figure of the "Athenian", foreign observer in Crete, which ends by proposing his "observation" as a paradigm of the best way to observe the laws: dialogically.
