This article discusses the development strategy adopted by the government of Lula in Brazil, during his eight years in office. It is observed that the economic policies had different theoretical underpinnings: orthodox economic theory (monetarist / neoliberal ideas) and approaches related to (neo) development. This situation means that in practice the strategy has unique characteristics (being a "hybrid"). The conceptualization of this phenomenon has been defined as "heterodox neo-developmentalist".
