This paper proposes an analytical work on three experiences of think tanks located in the Basque Country, based on consideration of this premises that define their capacity as such and show its impact on public policy, always with reference to the university role as a key player not only in the production and dissemination of knowledge but as articulator of the actors who bring in the different territorial levels. Additionally, it seeks to give a concrete description of the concept of innovation and its link with the think tanks.
