The following article analyzes the links between the political parties, the trade unions and the social movements taking into account the comparative perspective of Brazil and Argentina in the period 2003/2011. In the case of Brazil, the period encompassing the two presidential mandates of Inacio Lula Da Silva, in Argentina Néstor Kirchner's presidency (2003/2007) and the first period of Cristina Fernandez de Kirchner (2007/2011). In both cases, there are government experiences that are part of a regional scenario where the neoliberal consensus is broken and where the main characters of political parties -the Brazilian PT and Peronism in Argentina have a strong link with the trade unions and social movements which feel represented by them, and hence identify them as "their" governments. We analyze thoroughly the complex set of loyalties and political identities that act as a boundary for the policy design and the responses generated from the inner levels.
