Abstract

PEREZ, Verónica  and  ROCCA, Mariela Verónica. State and Public Utilities in Postconvertibility (2003-2015): What Was New in State Intervention?. Temas debates (En línea) [online]. 2017, n.33, pp.63-88. ISSN 1853-984X.

In 2003, the Kirchner Administration started a new political cycle that involved profound changes in Argentina. Among these changes we highlight the redefinition of State's actions towards privatized public utilities. This article studies State performance in this sector during 2003-2015. We compare two re-nationalized utilities of the Metropolitan Area of Buenos Aires: the drinking water and sanitation services and the passenger rail transportation. In this context, many questions arise: what was the logic behind the re-nationalizations? What sort of institutional arrangements were implemented according to these management changes? Our analysis articulates primary and secondary sources which are supplemented by specific studies on the subject.

Keywords : Public utilities; Re-nationalization; State capacities.
