In this article we investigate about the relation between the State as employer and the public sector unions. We understand that this tie has certain peculiarities compared to the boss-union relation in the private sector. In the state sector there are combined persistently the properly labor interests (related to the role of the State as employer) with the political interests (associated with the position of the State as public power), and this is compounded by a permanent coexistence between trade unionists and officials in the public agencies and by the possibility of effective union competition in the sector, which generates a specific dynamic among the actors involved. Starting from some key concepts such as “political exchange” and “power resources”, we carry out the analysis of a case of public sector unionism where this link –which is developed from the strategy and negotiation game between the actors– is examined in depth. Finally, we allow ourselves a series of general reflections of a theoretical nature to try to understand the actions and decisions taken by the unions in this sector and by the State as employer.
