Resumen

MASSERA, Maricel  y  CARDOZO, Lucas. Production of public policies at the subnational level: the institutionalization of the Social and Solidarity Economy in the province of Santa Fe. Temas debates (En línea) [online]. 2019, n.37, pp.119-134. ISSN 1853-984X.

The present article intends to describe and analyze social and solidarity economy public (SSE) policies at the sub-national level implemented in the city of Santa Fe, Argentina, between 2011 and 2015. At that time, the provincial government created the Undersecretariat of Social Economy, and the local government created the Department of Social Economy, all of which meant SSE became part of the government’s agenda. The study is focused on two policies derived from the national sphere; the program Ideas en Marcha (Ideas in Motion), and the Center for Social Economy Entrepreneurs. The Universidad Nacional del Litoral is a part of the latter endeavor, a place where public policies can be managed jointly. Based on the analysis of documents and key informant semi-structured interviews conducted in the public policy management sector, the main characteristics of such interventions will be described by examining both stages, design and implementation, as well as by highlighting their achievements, their major difficulties and challenges.

Palabras clave : Social and solidarity economy; Public policies; Sub-national level.
