This article integrates the line of research being developed by the Center for the Study of Institutional Innovation (CEII - UNCuyo /CONICET), based on the approaches of public policy analysis, citizen participation and territorial development. It is based on the assertion that participation has an unavoidable role in development processes. Consequently, the objective of the work is to critically reflect on what should be the dimensions of an instrument aimed at evaluating participatory practices implemented in policy processes. Mainly, those oriented to territorial development. In previous works, progress was made in the definition of a set of dimensions and criteria that made it possible to analyze and evaluate how citizen participation mechanisms are designed, implemented and evaluated. As well as the way in which the policy contributions that arise from them are worked, fundamentally at the subnational and local governmental scale. The comparative analysis of various cases in Latin America and the Caribbean yielded preliminary results that give rise to the current concern to continue discussing the scope and limitations of the dimensions and criteria needed to evaluate the way in which citizens participate in the management of public issues.
