This purpose: paper aims to describe: the management theory of knowledge management as a strategy of organizational change in university libraries, on their way to the consolidation of organizations knowledge-based documentary, in the present millennium. Problem: the management, development and systematization of the University Libraries in Mexico and other Latin American countries is not based on organizational models themselves, consistent with their idiosyncrasies and culture. Traditionally, the head management of library systems try to copy or take part foreign models, limiting the development of innovative processes that enable the design and implementation of services and products based on identifying information needs of their community documentary. Hypothesis: The implementation of the management theory of knowledge management in university libraries, as a change strategy, will develop their own management models that allow breaking of paradigms related to: creativity, innovation, competitiveness and development for the consolidation of an organization based on knowledge
