This paper aims at identify the functions that a free software for Technolgy Watch (TW) should integrate, and based on this, define the competencies required by the current information professional, to evaluate, acquire, handle and spread these platforms, making the most of their properties. A review of surveillance is done as a technique, and, the technical characteristics that these programs must have are defined, to finally describe the competences and skills of the professionals in charge. The results establish that an efficient program allows the accurate and rapid extraction of information from heterogeneous sources (diverse formats and full text), through advanced searches for the graphic and interactive visualization of contents, which facilitate the technological watchdog the elaboration and dissemination of alerts, bulletins or reports. Therefore, professional competences are linked to the construction of knowledge organization systems, documentary description through the generation of metadata, the inclusion of ontologies and mastery of metadata models to structure information systems.
