This paper deals with Brazilian evaluation and regulation policies for higher education, between 1995 and 2014, at both Presidents’ Fernando Henrique Cardoso and Luís Inácio Lula da Silva mandates, and to President’s Dilma Rousseff first mandate. It is analyzed the expansion that takes place in this period, besides the diversification of studies offered with short-term programs and distance learning. In the evaluation and regulation policies are remarked the trends to emphasize the role of student performance as a regulation tool for university studies and that the external commissions’ visits to courses and institutions decreased importance. The analysis conclusion indicates the subordination of evaluation to regulation processes, instead of what was regulated in the evaluation policy of SINAES, which could be even stressed with the creation of evaluation and supervision agency, under analysis in the National Congress.
