This article gives a brief account of the structural transformations of the last 15 years of the 20th century Mexican higher education system, and wonders about the consequences of such changes in two areas: expanding the private sector and the equality of educational opportunity, equity and inclusion. We serve the actions taken by the Mexican government at the start of the century to address these problems and point out some issues pending education agenda for the coming years. Regarding the first issue, private education, an unavoidable issue for educational policy it is to regulate the sector. For the second, equality of educational opportunity, equity and inclusion, the challenge is the institutional transformation for adequate attention to the educational needs of new social sectors.
