During the last fifteen years, Venezuela has been witness of profound changes which have been aimed at the re-institutionalization and the re-founding of the republic. The legal framework for such transformations is the Constitution of 1999, which emphasizes the principles of equality and equity, participatory democracy and education as a human right and social responsibility assumed and guaranteed by the state. Equality and equity have acted as organizers nuclei of higher education policy. However, different political and social circumstances define four stages during the period, according to the context in which policies are formulated. In this context, it is discussed some of the higher education policies implemented, their results in light of the official information provided and it is assessed their impact, to the extent that the information is available. The conclusion is that, on the stage of university education in Venezuela stands the figure of an authoritarian state, which controls and regulates the sector, through resolutions and decrees, while the autonomous universities patiently accept the deterioration of their autonomy. Similarly, such a scenario prevails in the ideological bias and trivialization imposed on teaching and research.
