Abstract

The information referred to institutions and science, technology and higher education systems is an essential element for decision making in public policy matters. But its necessity stumbles with two obstacles that had been insurmountable until now: its normalization for comparative purposes and its updating in order to maintain the value of information in force. In this article we describe a new experience that until now has successfully solved the two difficulties mentioned above and, as a result, has achieved an almost total representation in the Ibero-American sphere. This proposal (initially formulated by the OEI, through its Ibero-American Observatory of Science, Technology and Society, in partnership with UNESCO) aimed at creating a sustainable information system on higher education in the region, based on quantitative indicators and qualitative information. The originality of this proposal is that it pointed at the same time to the objective of having a methodological rule based on consensus and to achieve the effective functioning of a participatory mechanism that guarantees permanent updating, joint learning and critical review of the collected data.
