From the results of a doctoral research that was supported by a methodological triangulation, the article analyzes the differential production of local state channels within the subnational scenes of Cordoba and Santa Fe in the Central region. In this direction we focus the problem of audiovisual diversity, the content and the possibilities of expanding audiences, axes that public media sought to address, albeit with difficulties. The channels studied were the protagonists of a search to improve television quality in a context of convergence, but they did not manage a complete reading of the movement of audiences in the digital environment. In the line described, we expose the main problems for the interpellation of the public within the framework of adaptation and change processes for audiovisual production, also read from national and local policies that alternatively increased or reduced public sector.
