In this article we examine the case of civil-military intervention on the Popular Library 'Constancio C. Vigil', Rosario (1977-1980) in the context of educational policy processes (Kaufmann; 2006) deployed during the military dictatorship (1976-1983). Specifically, the work is to identify, describe and analyze the material, human and documentary tool for the purposes of interventional methodology to unravel. To this end, the test is cut on the Secondary Institute, while holding a panoramic view on total assets because of their historic and political-educational function, that is, to refer the impact of resources and strategies interventionist, provides understanding and communicating what happened in other areas given special institutional conditions of existence under par called "system/parasystem." It is considered that the case represents a landmark biography to make visible regularities and deviations of pathos for the past authoritarian path historiographical studies, and from here is to contribute towards furthering the field pointing their grades, locations and backgrounds.
