In this article we analyze changes in Uruguayan education policies, particularly in Primary Education during the 1973 - 1985 military dictatorship. In this period produce a centralization process where the modification of the basic education principals was pretended abandoning the secular culture which characterized Uruguayan education for decades. Our hypothesis is that during the dictatorship two simultaneous and contradictory processes took place: on the one hand, a centralized educational system consolidated favoring the development of an administrative technology which could improve the bureaucratic control of student population; on the other hand, the development of this technology was not accompanied by a more secular process, on the contrary, there was a tendency which pretended to reunite what the administrative raTionality had separated. If "the isolation of the behaviour of the citizen with respect of the conscious person was an accomplishment of a rationality and of a government aparathus that substituted a spiritual policy by an administrative" (Hunter, 1998, p. 75), during the military dictatorship administrative policies were responding to a new spiritual policy.
