The school councils dependent of the National Council of Education in Argentina were in charge of registering and collecting fees. Such enrollments are studied based on what is regulated by Law 1420, sanctioned in 1884, as well as background information that contextualizes it. Theperiod from the mid-1870s to the mid-1890s is investigated. In doing so, what happened in the Federal Capital, the Territories and the national Colonies is attended.

Law 1420 was a key piece in Argentine educationalpolicy at the end of the 19th century and almost the entire 20th century. It is known as one of the bases on which the consolidation of the Argentine State was established. Its articles affirmed, among other things, free primary education. Although this concept is not specifically analyzed, the topic is enriched from the study of tuition fees. In doing so, in addition, the way in which historiography has investigated the period is reviewed, as well as daily aspects that refer to the management and disputes that occurred in the school administration are reconstructed. Attention to the links that articulate education and finance knot the central point of the analysis, but along with it are linked concerns related to the interest in carrying out a social and cultural history of education.

To substantiate the analysis, documentation collected in the collection corresponding to the National Council of Education is studied in the General Archive of the Nation of Buenos Aires. In addition, material collected in the educationalpress is contrasted, as well as in other repositories.
