The 2001 crises resulted in a high level of poverty and exclusion, affecting all aspects of everyday life, including the urban dimension. In this context, different urban poverty expressions arose, such as the New Urban Settlements (NUSs). The NUSs constitute a new image in the urban structure with distinctive characteristics that differentiate them from shantytowns, not only as regards its origin and consolidation, but also in connection with the state intervention policies implemented. Whereas the policies designed for shantytowns encourage their eradication, those designed for settlements pursue the opposite: evictions. The purpose of this work is to analyze the development and characteristics of the NUSs, as well as the urban policies applied, legitimized through this concept, and to determine to what extent the living conditions of this people either worsen or improve
