The aim of this article is to analyse the new ways in which the space is being ocupied. This has been modifying Santo Tomé city in a steady form since de second half of 1990 decade. Also, this article takes into account the changes they have caused from the transformation of the uses of the land. Thus, it’s important to show the need to modify some aspects of the present law about Gated Communities (Villas), as well as to introduce an urban point of view about a topic that is being discussed almost exclusively from legal and sociologist aspects. The paper tries to describe the complex relationships between the inhabitants of the Gated Communities and the Town Hall authorities. This relationship is developed with complains and indifference, which usually goes beyond the public and the private limits, making a crisis between both parties.
