The social-territorial transformations that affect the Buenos Aires city and their metropolitan area, happen in a fragmented city where they coexist different forms of access to the city according to the diverse type of actors. While a strip of population enjoys the benefits of living in the legal city, another group only manages to reproduce materially by survival strategies. Our theory frame are “urban voids”. The case of study is a Commune of the City and we will consider the incidence of urban voids in the development of public policies of habitat from a systemic boarding of the territory, taking into account the multiplicity of actors involved. It is proposed to install in the public agenda the creation of a “bank of urban voids” as an essential element of the deciding organisms of integrating public policies of the city, to regulate with fairness the social function of property.
