Abstract

Since the 2000s, the national state has shown increasing concern in promoting ICT sector production-especially software. In turn, from different public and private areas, highlights the interest in forming clusters or technological poles in the ICT area. This paper proposes a critical review of the fundamentals that have sustained the national science & technology and industrial policies and specifically those aimed at promoting local ICT production development. The article describes the various science and technology parks, clusters and technological poles launched in Argentina. We explore whether these initiatives are part of the so-called innovation policies, territorial management or are the result of private actions aimed at promoting entrepreneurship in the sector.
