The article analyzes the effects of regional and local policies on the R&D intensity of industrial structure of Rosario and its recent evolution. In addition, it examines, in particular, the biotechnology sector and software services, considered by the literature as more innovative and facilitators of innovation processes. Although the industrial structure is concentrated in low-technology sectors, there is a significant growth in high technology sectors in the last decade. There is a notable dynamism in software and biotechnology sectors that could promote technological agglomeration in Rosario. Moreover, there seems to be a favourable change in the institutional environment.
