The goal of this contribution is to analyze the reasons and the forms of recrimination adressed to the European Union in the speech-representation of the actors of the territoirial actions and of this «ecologisation» of the practices (Deverre; De Sainte Marie, 2008). This study takes special interest in the way in wich the instutitional actors and the civil society use the European contractual framework to carry out their strategies and intentions. If the oppositions at the beginning were very marked, on the last programmatif exercise (2007-2013) we can observes a progressive appeasing of the conflics towards more co-operation. The developement of framworks subventionnaires undoubtedly plays a cosiderable part. Nevertheless the European Union always seems to be used as guarantee with dissatisfactions. The example of the net Natura 2000 illustrates the instrumentalisation of a powerful actor but absent, convenient alibi for all the actors. This contribution will make possible to understand the positionings of the agricultural rural actors, and the initial resistances and the later acceptation to the public intervention in general and the actor Europe in particular.
