This article analyzes the social construction of risk in Santa Fe city from a qualitative analysis of technical and political discourses about the causes and the attribution of responsibilities of two significant events of flooding in the local history: the flood of 1982-83 and the one that occurs in 2003. It is observed that in the period a change took place in the social perception of risk, characterized by the transformation of the understanding of the phenomenon as a natural hazard to its explanation as a socio-natural risk. This change of perspective is considered the main reason that will favor the construction of the floods as a public issue, which is visible from the emergency of the enviromental conflict that arises from the phenomenon and in the shift of the demands for risk management to the political field, and especially to the state
