In the last decade, the critical water situation affecting much of Greater Buenos Aires -expressed in the deficit of drinking water and sanitation, lack of infrastructure and measures to deal with floods, and contamination of rivers, streams and soils-, led to the emergence of territorial conflicts that question the design and implementation of public policies related to water management in the region. This article aims to study the emergence of such conflicts through the action of a local organization, the «Foro Hídrico de Lomas de Zamora». Focusing on a qualitative approach, the paper analyzes the mechanisms with which the organization has been able to visualize the water situation that affects them and formulate counter-arguments capable of expanding the space for debate on possible options to solve the water problem in the region
