The first part of the article introduces the study of the norms and the political-administrative decentralization from a geographical approach, exemplifying with the maritime coast of Buenos Aires and its territorial ordering. In the second part, we analyze the Decree 3202/06, which starts from a critical diagnosis on the coastal urbanization to give guidelines of territorial (re)ordering that limit the processes of real estate expansion. It is the purpose of the work to demonstrate how the decree studied does not stop the process in question but rather reorients the real estate development model and only limits it spatially to a distant term, reinforcing the administrative decentralization, leaving to the will of the municipal governments its approval and implementation. Methodologically, a digest of laws on land use was carried out in the subregion and the formulas proposed by the decree were applied in order to analyze the scope and contradictions that it presents
