In the eastern portion of the northern oasis of Mendoza the general slope of the terrain (SW-NE), does converge naturally drain to that area, which manifests as a large basin receiving both surface water and groundwater. In the past this depression was covered by swamps and shallow lagoons until almost the end of the nineteenth century. The fluctuations of these swamps and social processes that led to its almost complete desiccation, are analyzed in this study, investigating the practices and discourses socio-environmental, institutional and economic social groups in the process of building the territory. Two variables were selected for analysis: changes in snowfall in mountains and Mendoza River flows relating to pulses of growth or shrinkage of these marshes and patterns of ownership and control of the territory by different actors and sectors social.
