The aim of the paper is to analyze the trajectory of the Economic and Social Secretariat (SES) of the Catholic Action  of Tucuman between 1937 and 1943, taking into account their main proposals, draft legislation promoted by its members and the way in which these conceived social transformation. The differences arising among its members on the role of the State in social issues and the regulation of labor are discussed. It also addresses the different meanings of their proposals (family wage and small sugarcane property), which were subject of reflections and redefinitions along those years. It is argued that the SES held a conservative view of the social problem, whose transformation it wished should be directed from above, in an orderly and smooth way.
