Integration has been challenged due to diverging socioeconomic realities and varying political perceptions of the regional blocks' member states. This way, Mercosur has been considered a prime example of a fragmented and poorly effective regional organization. In the field of energy, considered as the underlying basis for economic growth and social development, agreements on approaches to coordinate integration processes have shown to be of particular difficulty. This paper analyses Mercosur's politically and economically most influential member states, Brazil and Argentina, and explores the regional organization's importance in the coordination and harmonization of renewable energy policies. It seeks to answer whether the approaches of integration, diffusion or fragmentation best describe the current state of development.
