The concept of aggression is very important in International Law as it was con- sidered a key notion when legislating and working on institutions linked to the mainte- nance of international peace and security, as well as to Collective Security Architecture. When National Defense Law No 23554 was regulated, Decree No 727/06 borrowed the concept of aggression adopted by the United Nations and transferred it without taking into consideration the complements with which the concept becomes a unit in the con- text of such organization. Albeit controversially, the new decree (683/18) solved that problem. In this article, we will address the origin and development of the concept of "aggression" taken from general International Law and its use in domestic legislation, emphasizing its limitations and identifying the aspects modified by Decree 683/18 (as amended by Decree 727/06).
