Abstract

MOLINOS, Rita. Stone on paper: The construction of the National Congress Palace. An. Inst. Arte Am. Investig. Estét. Mario J. Buschiazzo [online]. 2011, vol.41, n.1, pp.87-98. ISSN 2362-2024.

The project for the National Congress Palace, selected by an international competition in 1895, was redesigned with the addition of a stone cover in order to accentuate its character as a majestic building. There wasn´t  any  new corresponding law for the budget increased by the final costs of the last versión. so, building works were initiated according with the annual budget shares provided  by law prior to the substantiation of the contest. The financial disorder and the diffuse control of public works construction progress (even without administrative protocol) seted an too slowly pace to the construction and gave rise a consequent suspicion of corruption among public opinion. The image of this building was taking place in different rhetoric senses: the greatness and future of the nation next to the Centennial of the Revolución de Mayo as well as the scandalous overspending of public funds and fraud. This paper reviews the period until the death of the architect Meano, its designer and director, in 1904.
