The article is based on an investigation on the apparel industry of the city of Córdoba, focused in particular on the analysis of the working conditions of the most vulnerable sectors of the apparel manufacturing chain in the period 2003-2013. In this case, we address the consolidation and persistence of outsourcing as a way of organizing production, which is usually explained by the adaptation of local value chains to the dynamics of global value chains. However, in the period under study, the textile industry was protected against international prices by a tariff policy that allowed the recovery of production and employment, but did not alter the configuration of the sector. For the understanding of this phenomenon, we propose a multilevel analysis that focuses on the consolidation of a sociotechnical regime at the meso level, articulated with the macro and micro levels, in which the norms constitute a central dimension. From this perspective, we review the regulatory framework of labor relations and the institutional mechanisms established for its control, and the way in which this framework translates into specific practices of the textile socio-technical regime of Córdoba based on the data obtained by a survey in the sector. The article aims to identify the way in which the regulatory framework expressed in laws and practices has shaped a pattern that facilitates the prevalence and reproduction of outsourcing by favoring the lack of work protection and disciplining of workers even when the stated objective is to guarantee compliance with the law.
