 SciELO    Scientific Electronic Library Online is an online library made up of an Ibero-American network of full-text scientific journal collections, open to all and free of charge.

The SciELO project is based on the development of a model methodology for the preparation, storage, sharing and evaluation of scientific publications as an electronic support.

This initiative is the work of BIREME, which since its origins in 1997 has received financing from the São Paulo State Foundation for Research Support (FAPESP). In 2002 the CNPq (National Council for Scientific and Technological Development) also began its support of this venture.

The model collects science journals for developing countries and gives them the visibility that the mainstream does not offer to science communication in the region. As an evaluation instrument the site provides statistical indicators to show the journals' use and impact factor.

In Argentina this cooperative regional project is part of the scientific policies of the National Council for Scientific and Technical Research (CONICET) and is administered by the Argentinian Centre for Scientific and Technological Information (CAICYT), a centre dependent on the CONICET.

The journals that make up the SciELO-Argentina collection cover all the knowledge areas and have the reputability of being part of the Basic Core of Argentinian Scientific Publications, as well as the scientific rigor of their peer-evaluated articles. These peers are Scientific Consultant Committee members designated by CONICET. The journals' quality is permanently evaluated at the CAICYT Scientific Publications Department, based on LATINDEX Excellence Criteria: Level 1/Latindex CATALOGUE.

Argentina joined the SciELO project in June 2005, receiving certification to operate regularly as an official site in October 2006.

Mission

To reaffirm its commitment to promoting the right to scientific information, in the form of full texts and with free access, and to endeavour to attain academic and editorial excellence in Argentinian scientific publications.

Goals
  • To build up a collection of scientific publications, of excellent quality (in terms of editorial and content quality), in electronic form and in all knowledge areas (multidisciplinary).
  • To increase the visibility of national and regional scientific production.
  • To provide open access, free of charge to the user community.

The SciELO portal is user-friendly and easy to browse. It includes two search options, one for titles and another for articles, thus a journal or article can be brought up using its complete title or with a word from the article. There is also a truncation option.

The SciELO Argentina Team holds regular methodology training workshops for journal representatives in order to incorporate new titles into the collection.

SciELO interface provides access to its serials collection via an alphabetic list of titles or a subject index or a search by word of serial titles, publisher names, city of publication and subject.

The interface also provides access to the full text of articles via author index or subject index or a search form on article elements such as author names, words from title, subject and words from the full text.
