Since the1990s in the metropolitan area of Buenos Aires a significant number of social organizations began to get involved in social production of habitat, through their participation in social programs aimed at popular habitat. This paper analyzes the participation of organizations in the implementation of these programs, their territorial insertion, the type of networks and interventions that they generate and the relationships built with the families benefited from the programs. We conclude that the programs and the social organizations are integrated through complex networks of actors which change their settings depending on the actors who are part of them, the experiences of previous attempts to participation and the ways they manage conflicts and tensions which are intrinsic to the process participation. Finally, we propose three scenarios of participation for defining the link between programs and organizations in connection with socio-territorial configurations of each intervention.
