Instructions to authors

Scope and policy

Peer evaluation process

The texts sent to the Articles section  will have a double evaluation. This process determines the academic suitability of the text and the possibility of publication, or the need to request modifications from the authors to submit the work to a new evaluation.

- Internal or preliminary evaluation:  In this instance the P&S Editorial Committee determines whether the content of the article corresponds to the thematic line of the magazine and gives its opinion on its content. Formally, it is analyzed whether the text complies with the editorial standards (particularly the length and the bibliographical citation), the structure of the article is critically considered and it is reviewed if it has correct writing. Regarding the content, it is verified whether it meets the requirements requested by the journal for this section (that it has a correctly formulated research question, that the methodology is explicit and clear, that it is not a bibliographic synthesis). It will also be reviewed if there is self-plagiarism or redundant publication. At this evaluation stage, the Committee can make suggestions or request corrections to the authors before sending the work to external peers. This evaluation is carried out within ten days of shipment.

- External evaluation or peer review (double-blind system):  once it has been established that the content of the manuscript meets the formal and thematic requirements, it will be sent to a minimum of two peers, who, adhering to what is specified in the Indications for review , they will issue a report by filling out the Evaluation Form. It will be taken into account that the reviewers do not belong to the University or institution to which the author belongs, or that they have directed their doctoral thesis. In the event of conflicting opinions and/or if it is considered appropriate, a third opinion will be requested.

External evaluators are asked: a) a global evaluation (Does the article constitute an original contribution in the specific field of knowledge in which it belongs?; Do you consider it to be well written?; Do you know if it was presented in another journal? for evaluation?; Does it comply with our ethics policy regarding plagiarism and redundant publications?), b) a specific evaluation that numerically weights the originality of the article, the quality and adequacy of the bibliographic references, the internal coherence, the quality of empirical research and the quality and adequacy of the methodology used.

The selection of reviewers for each work is carried out by the Management, the Editorial Committee and the Advisory Committee, taking into account the content of the manuscript. The selected referees respond to the double-blind peer system, meaning that the identity of the authors and reviewers is unknown on both sides. For the selection of said evaluators, academic and scientific merits and professional experience are taken into account, including specialists of both national and international origin. Reviewers may include members of the Advisory Committee. The percentage of evaluators from the magazine's committees (Editor and Advisor) in the 2016-2017 period was 3%.

Evaluators have the obligation to know the editorial policy, standards and requirements of the journal, fully review the manuscripts submitted for their consideration, propose - through the evaluation report - the measures and corrections that are deemed necessary, and verify compliance with the ethical standards of the work submitted to your consideration.

The referees will determine anonymously: a) if the article should be published as it was sent to them, b) if it can be published with minor modifications, c) if it can be published with major modifications, d) if it is not publishable as it was published. presented, recommending its reworking and, finally, e) if it is not publishable. In all cases, a justification of the recommendation is required and, if any, comments and suggestions for the author. The evaluators will be required, and this will be assessed by the Editorial Committee, to act in an impartial, honest, competent, respectful and courteous manner, with diligence, confidentiality and honesty, respecting freedom of expression, making the necessary criticisms protected by scientific rigor. . If you receive an evaluation that contains aggressive or hostile comments and/or  ad hominem attacks , it will be discarded and a new evaluation will be requested from another external peer. At no time will the report submitted by other evaluators be sent to an evaluator.

The result of the opinion will be made known to the author along with the comments, suggestions and observations of the referees. The committee may edit the evaluations for minor corrections (spelling, syntax, repetitions), or to eliminate phrases that do not comply with our ethics policy, an edition that will be informed. In the event of an appeal, the Editorial Committee makes the final decision.

When the opinion is positive and modifications have been suggested, correction of the manuscript will be requested, according to the evaluators' suggestions. The author may argue about the aspects with which he/she does not agree, or choose to withdraw the proposal. The reworked text will be sent, if the evaluators request it, again to the specialist who refereed it to verify the changes. Likewise, the P&S Editorial Committee will also evaluate the application of said changes. Once the version has been accepted by the academic peers and the Editorial Committee, a certificate of acceptance of the article will be issued. The entire evaluation process (including the authors' corrections and the different readings carried out by the editorial committee and/or external evaluators of the corrected versions) takes between four and eight months, although occasionally it can be extended to a year if the text has been had many observations.

Criteria for the acceptance of works

The factors on which the decision on the acceptance-rejection of works by the editors of the Journal is based are the following:

  1. The originality, novelty and relevance of the research carried out are jointly valued, in addition to being of interest to the social sciences.

  2. Significance of research for scientific and social advancement.

  3. Reliability and scientific validity of both the sources consulted and the methods used to carry out the research.

  4. Appropriate writing, logical organization and presentation of the manuscript.

Ethical aspects and duties of editors

Journal Independence

Población & Sociedad is published thanks to the efforts of authors, editors and evaluators who do not receive – nor have ever received – financial remuneration. The magazine does not charge any royalties to authors for their publications.

The editors undertake to avoid the existence of any conflict of interest between the actors participating in the production. Every text sent to Población & Sociedad will be evaluated for its intellectual content, preventing the ethnic or national belonging of the authors, their gender, their sexual orientation, their religious beliefs, or their political philosophy from interfering in the process. In the same way, external evaluations that interfere with any personal position on the quality of the work will be left aside.

Authors and reviewers are asked to declare any relevant conflicts of interest they may have, which will be taken into account. If any arise after publication, if necessary, measures will be taken such as the publication of a retraction or the disclosure of the fact.

Frequency of meetings

Población & Sociedad holds weekly work meetings with the work team, and periodic communications with the rest of the members of the Editorial Committee. In these meetings, in addition to discussing issues related to the publication of the magazine, proposals for improvements and innovation are analyzed. These proposals arise from experience, from the results we have in the different evaluation instances to which the journal is subjected, from consultation with colleagues from other publications, among others.

Relationship with authors

Población & Sociedad has an online article submission system that requires authors to confirm that they are aware of both the editorial standards and the journal's publication policy. Authors must also confirm that the work is original and that it meets the requirements requested for an article. The editors, however, will contact the authors in cases where the submissions are not complete, when any inconvenience arises, or in any instance that requires an alternative solution to those offered by online submission.

Editors will request corrections prior to the peer review process in cases where:

- The study was not clearly presented, for example, in its methodological aspects, in the descriptions of the samples, in the explanation of the results.

- If there is data that allows easy access to the identity of the authors.

- If there were minor problems of form.

To ensure compliance with the journal's standards, the editors may contact the authors to clear up any doubts that may arise. To do this, a relationship will be maintained (via email) with all the authors of the works and not only with the person responsible for sending them.

The editors are responsible for communicating the Editorial Committee's decision on whether or not to accept the work after the internal evaluation process and also the results of the external evaluations. They will also offer the authors the right to reply if they do not agree with the content of the evaluation. The possibility of appealing will be guaranteed through a detailed note of the arguments that support your desire to appeal. This note will be analyzed at a meeting of the Editorial Committee that must resolve the case. For more information see Instructions for review.

Transparency of acts

In the OJS, both the evaluations, the editors' decisions regarding the submitted works, and the correspondence maintained with the authors are recorded. In this way we seek to ensure the transparency of the processes.

Relationship with evaluators

The editors are responsible for the relationship with the evaluators: providing them with all the necessary material to carry out the evaluation, guaranteeing the anonymity of both the author and the evaluator, ensuring that the evaluations comply with the good conduct practices described in the Instructions for the revision.

For Población & Sociedad, the task of evaluators is the most important of those related to the editing of scientific publications. The journal already has an extensive list of evaluators who have had high performance, a base that is constantly expanding.

The editors are committed to prioritizing the role played by evaluators, whose task is not always recognized despite being so important.

Publishing decisions

The Editorial Committee of Población & Sociedad is first responsible for defining which articles are accepted to be sent for evaluation and which are not (see Review process). The decision is limited by legal requirements regarding defamation, copyright infringement and plagiarism.

If any malpractice is detected on the part of the authors of works sent to the journal (plagiarism, manipulation of citations, falsification of data, redundancy in publication), the editors will begin an investigation process to evaluate the facts. After the process, measures will be taken in accordance with what happened, ranging from the rejection of the work to the publicity of the process. Any reported act of malpractice will be examined, even if it is discovered years after publication (see Guide for Authors).

Publication of editors' works

Although members of the journal's Editorial Committee are not prohibited from submitting articles for evaluation, in general it is preferable that they do not do so. Otherwise, the Committee will guarantee the independence of the evaluations by excluding interested parties from the entire review process. The details of the evaluation can be made public once it has been completed.

Confidentiality

All information on manuscripts received and evaluations is confidential. The members of the magazine undertake not to reveal it to anyone other than those directly involved in the evaluation process, always respecting double blinding

Scientific quality

The editors are committed to guaranteeing the scientific quality of the articles submitted. The measures taken for this are the following:

- Authors are requested to expressly state the originality and authorship of the submitted work. They must declare if it has been published totally or partially elsewhere, if it is the product of an unpublished conference paper or a postgraduate thesis, or if it has been published in another language.

- Evaluators are asked to express whether they know if the article is truly original and if it complies with the ethical requirements of publications (see Evaluation Form).

- A consultation is carried out with the specialists of the editorial board who carry out a search as complete as possible within the publications accessible on the Internet to verify originality. In case of doubt, the authors are consulted directly, who must explain the differences presented by the work sent to the journal.

- Población & Sociedad includes among the evaluators not only specialists in the topic of the article, but also in the region. In this way, the aim is to have different and inclusive views regarding the bibliography, which allow problems related to redundancy to be detected.

- If it is detected after publication that the work was not original, the editors will contact the authors to clear up doubts. If redundancy is verified in the publication, different measures can be taken and this action will be made public.

About unpublished material

The editors guarantee that all material sent will be protected and cannot be used in research by the members of the magazine without the express written consent of the author. Nor may privileged information or ideas obtained from the review processes be used.

Journal self-citation

The editors will not make any recommendation to force authors to cite the journal. Only those suggestions made by the evaluators aimed at improving the quality of the work submitted will be recommended.

Right of reply

In any case of a complaint of malpractice filed for an article sent or published, the editors will take all possible measures to define the measures to be taken and to allow the people involved to have some means of defense. In general terms, the authors will be contacted to inform them of the complaint and to give rise to their response. In addition, reserved consultations will be made to other colleagues and institutions aimed at clarifying what happened. In all necessary cases, the claim, correction, retraction, expression of concern or whatever is pertinent depending on the case will be made public.

Guide for Authors

P&S considers that scientific articles that are published in a refereed journal reflect the quality of the work of their authors and respond to ethical behavior that must be observed by both researchers and journals. P&S follows guidelines proposed by the Committee on Publication Ethics (COPE), which promotes good practices and recommends ways to resolve ethical misconduct in research and publications. P&S believes that the process of publishing an article is based on credibility, truth, authenticity and scientific honesty.

Below we will detail the main points that P&S considers that the articles that are sent for evaluation must comply. The authors will declare in writing that they have read and understood these points:

1 . The authorship of the document

Authorship should be limited to those who have made a significant contribution to the conception, design, execution or interpretation of the article. Each author must have taken part in the work sufficiently to take public responsibility for the content.

2.  Opinions

The opinions are those of the authors. They do not necessarily reflect the opinions of the University, Institution or the editorial committee.

3. Sources of financing

The sources of research financing, if any, must always be declared, whether private, governmental or commercial.

4. Conflicts of interest

All authors must disclose in their manuscript any financial or other conflict of interest that could influence the results or interpretation of their manuscript. Examples of potential conflicts of interest that should be described include employment and salaries, consultancies, stock ownership, honoraria, paid expert testimony, and grants or other funding that is directly related to the research performed. It is necessary for authors to report, preferably as an author's note in the manuscript, any potential conflicts of interest in the research work.

5. Rights of the work

Authors must authorize the publication of their works, preserving authorship rights, and transferring to the magazine all rights protected by the intellectual property laws that govern in Argentina, which imply editing to disseminate the work on the digital medium in which it is hosted. Magazine. You must declare - if necessary - all the permissions you have from the repositories from which the images were obtained, and attach the publication and reproduction permissions, releasing the magazine and its editors from all responsibility or claims from third parties.

Likewise, the authors must adhere to the Creative Commons license called “Attribution - Non-Commercial CC BY-NC-SA”, through which they are allowed to copy, reproduce, distribute, publicly communicate the work and generate derivative works, as long as it is cited. and acknowledge the original author. It is not permitted, however, to use the work for commercial purposes. Authors may establish additional agreements for the non-exclusive distribution of the version of the work published in the journal (for example, placing it in an institutional repository or publishing it in a book), with recognition of having been first published in this journal.

Authors can add articles already published in Población & Sociedad to their personal pages, blogs, or institutional repositories (preferably the file downloaded from our website that contains all the data necessary for the correct citation of the work).

6.  Possibility of a second publication

It is possible to publish an article a second time in the same language if this is beneficial for the scientific community or if it is carried out in different countries, as long as the following requirements are met:

- If there is explicit consent from both the authors and the directors of both journals and a copy of the first publication is sent to the director of the second;

- If the second publication is intended for a different group of readers;

- If the second version clearly informs that the article was published and provides the complete reference to the first publication.

7.  Originality of the manuscripts

- The article must not have been included in another scientific publication.

- Nor must it have been simultaneously sent for evaluation to another journal.

- If it has been presented at a scientific meeting, the details of the meeting must be specified.

- Those articles that have already been published in conference proceedings will not be considered.

- If it has been previously published in another language, it must be noted where so that the Editorial Committee can proceed accordingly.

8.  Articles derived from the same research

Articles derived from the same research project will not be considered “redundant” to the extent that the research question is different. That is, the way of approaching the data obtained, even using the same set, is not identical and aspects not considered in previous works derived from the same project are addressed. If there are previous works derived from the same project, they must be cited and the existing differences with respect to the article submitted for evaluation must also be clearly explained.

9.  Authors' permitted uses

Authors may reuse figures, tables, data, photographs, illustrations and portions of text of up to 400 words in works published by P&S as long as citation of the published work is given and the re-use does not involve commercial uses.

P&S encourages the dissemination of published works to students and colleagues. Authors can place the link to the article on their web pages, in academic documents, institutional pages, etc.

10.  Responses and right to reply

P&S allows and encourages the submission of responses to an article and the authors' right to reply.

Good practices:

P&S encourages intellectual honesty to propose, execute and present the results of research. P&S considers falsification, fabrication of data, manipulation of citations or plagiarism of the work or part of it to be bad research practices.

About plagiarism

Plagiarism implies the non-originality of the contribution. P&S understands as original "that scientific, artistic, literary or any other genre work, which results from the inventiveness of its author", according to the definition given by the Royal Spanish Academy. Plagiarism, on the other hand, constitutes the action of copying the works of others, maliciously attributing authorship. This practice has been greatly facilitated by the Internet, although its origins date back to the beginning of scientific activity. You can plagiarize an idea, a foreign text, or your own work (see point 2). Any of these actions is considered inappropriate behavior and may give rise to sanctions, although it should be noted that plagiarism of ideas is the most difficult to verify.

P&S considers that the best way to prevent plagiarism is through the experts who make up the base of evaluators, who are explicitly asked to give their opinion on this particular point. If this action is verified, P&S may reject the submission if it has not yet been published, or publish - with or without the author's knowledge - a warning about plagiarism if it has already been published.

The post should not be redundant

Articles submitted to the journal must be original unless it is clearly stated that a work is being republished with the express knowledge of the author and the directors of the journals or publication. Articles that have been written on information that has already been discussed at length in a previous publication, or that is part of an article already published in any medium (print or electronic) will not be accepted. Only those articles that have been rejected by other journals, or that are based on a preliminary publication (for example, a summary published in conference proceedings, or a poster) will be considered. In all cases, this fact must be recorded in the article itself and the Editorial Committee must be informed about the background of the article submitted (for example, if it is based on an unpublished thesis, or if it was presented unpublished at a scientific meeting). and send any additional information that helps make a decision regarding the article.

If an attempt is made to make a redundant publication without corresponding notification to the journal, P&S may act in the same manner detailed in cases of plagiarism.

Finally, the simultaneous submission of the same article for evaluation in two or more journals is considered unethical by P&S.

Falsification or fabrication of data

The invention or modification of data is considered a violation of research ethics. Falsifying is manipulating research materials, equipment or the different processes involved in it, as well as changing or omitting data or results. The use of other people's data requires prior authorization.

Acknowledgment of sources

Appropriate recognition of the work of others must always be respected. Authors must cite publications that have influenced the determination of the nature of the work presented. Information obtained privately, such as in conversation, correspondence, or discussion with third parties, should not be used or communicated without the explicit permission of the source. Information obtained in the course of confidential services, such as arbitration or grant applications, should not be used without the explicit permission of the author of the work involved in these services.

Right to privacy of people participating in an investigation

A person's right to privacy should not be infringed without informed consent. Information that serves to identify a person in the form of photos, descriptions, or genealogy may not be published unless the person's informed consent is obtained.

Research participants (interviewed, for example) must be properly informed of the characteristics of the research (objectives, results and conclusions) and their concerns must be clarified. Alternative techniques can only be used when these procedures are justified by the relevance of the study and there are no other methods to investigate the topic.

Originality of articles

The National University of La Pampa is a member of Similarity Check, a Crossref service that aims to help journal editors determine the originality of the articles they publish. Similarity Check uses iThenticate software to detect matches and similarities between the texts under evaluation and those previously published in other sources.

Digital preservation policies

The platform has daily backup procedures for data, files and configurations. These operations are in charge of the Information Technology Department and aim to protect the information against possible failures that may occur and, at the same time, facilitate the recovery of the service in the shortest possible time, minimizing data loss as much as possible.

Periodicity of the magazine

The periodicity of the magazine is semiannual (June to November and December to May). Population & Society is published twice a year, at the beginning of June and at the beginning of December. The magazine also has a section called "in press" where articles and notes evaluated prior to the release of each issue are published.

Dossier Presentation

Those who wish to submit a Dossier to the Journal must follow the guidelines detailed in our internal regulations.

Interoperability Protocol

Población & Sociedad has interoperability protocols. https://cerac.unlpam.edu.ar/index.php/index/ oai  in base URL for the  OAI Archive .

Article Processing Charges - APCs

The journal does not charge any fee for submission, processing or publication of articles, notes or reviews.

Upcoming issues

The call to receive articles and dossier proposals is permanently  open .

Once the works have been accepted (after being evaluated by external peers and by the Editorial Committee), the journal may issue a certificate of acceptance to those who require it. The works may also be published in the "in press" section when their format is ready and will be included in future issues according to the decision of the Editorial Committee and the editorial needs of the magazine.

Journal history

Población & Sociedad emerged as an initiative of a group of professionals from Northern Argentina, whose objective was to offer researchers a space for debate and publication of works committed to academic excellence and regional problems. Thus, since its first issue - which appeared in print in 1993 - it has been offering readers texts related to the labor market (current and historical), the agrarian structure, the ethnohistory of the NOA and the Southern Andes, the history of prices, migrations, regional economies, urban development, colonial history from the moment of conquest, state policies (historical or current), poverty and the family among others. Some regions and themes have received special attention, such as the Chaco or the sugar industry. The participation of regional authors has been promoted, as well as that of renowned national and international researchers from different disciplines within the broad field of Social Sciences. Due to its relevance to Northern Argentina, P&S has also sought permission to translate and publish articles that are difficult to access.

The demands of the organizations responsible for the different indexing moved the renewed Editorial Committee of the magazine around 2007 to adjust it to these standards. It was for this reason that its periodicity was normalized and the standards that ensure its scientific quality were reinforced. Since 2009, the magazine had a website that published its complete content openly and free of charge. After these changes, the periodicity began to be semiannual, with one issue published at the beginning of June and another at the beginning of December. In addition, it joined the Portal of Scientific and Technical Publications (PPCT), an OJS administered by CAICYT-CONICET.

Among all these changes there are some issues that we decided to maintain. P&S considers evaluators to be the best guarantee of quality and devotes special attention to them, which has sometimes involved a relatively longer time in the evaluation process. We also want this process to help improve the quality of the works even when they are not published in the journal.

In 2018, upon turning 25, Población & Sociedad moved to the Facultad de Ciencias Humanas de la Universidad Nacional de La Pampa and its OJS, where we are operating today. This change is also part of a long path of adaptation to the changes that are required of scientific publications today. The University of La Pampa offered us the support of a professional team that we did not have, which allows the committee to dedicate itself more clearly to the academic aspects of the publication. The editorial team reflects an important part of this history: it is made up of researchers from different parts of the country who dedicate an important part of their time to it.

Guidelines for authors

Articles Section

The final version of the articles published in Población & Sociedad must be sent in the format indicated by the journal. You can initially send it with this format, or else adjust the font, title format and other details when it is accepted. Specific details are found in this template . We recommend that you download the template and paste the text of your article respecting the instructions found in it, except for the names of the authors and details that may reveal authorship. The template includes many details that are not expressed (for example, the different formatting of odd and even pages and headers), so we recommend its use. This recommendation DOES NOT INCLUDE the adjustments detailed below and which must be in all submissions (format of references, notes, number of words and images, etc.).

1) Población & Sociedad considers Articles to be unpublished works resulting from original research and/or reflections in the broad field of social sciences written in Spanish, English or Portuguese. All articles, including those that make up a dossier, will be evaluated by external referees, whose identity will be preserved. There are two arbitrators, except in cases of conflicting arbitrations in which a third opinion will be requested. The identity of the authors of the article will also be preserved during the evaluation process.

2) For an article to be submitted for evaluation, it is essential that it has not been included in another type of scientific publication or simultaneously sent for evaluation in another journal. Articles that have been written based on information already discussed at length in a previous publication or that are part of an article already published in any medium (print or electronic) will not be accepted. If the article is based on a preliminary publication (for example, conference proceedings or a poster), this fact must be stated in the same article. Likewise, the Editorial Committee must be informed about the background (for example if it is based on an unpublished thesis or if it was presented unpublished at a scientific meeting). For more information, consult the journal's policy regarding ethics in publication.

3) Articles must not exceed twelve thousand (12,000) words, including notes, tables, graphs, appendices and bibliographic references. Abbreviations must be consistent and easily identifiable. If necessary, a list will be included at the end with the meaning of each of them.

4) It is suggested that the text include the development of the problem, background, method and results.

5) Article notes should be reduced to the minimum possible. They must be incorporated at the end of the text, with the corresponding calls numbered consecutively, after the punctuation mark, if any. It is recommended to use the “endnotes” tool.

6) Within the notes at the end of the text, and following the same format, references to unpublished primary sources (archive documents, interviews, etc.) will be included.

7) Bibliographic references and edited sources must be inserted in the text, in parentheses and following the format proposed by the American Psychological Association (APA) sixth edition, which includes the last name of the author/authors, the year of publication and the number of pages. For example: Berger and Luckmann, 2006, p.125; Bolsi, 2003, p. Four. Five.

8) The bibliography and edited sources will be incorporated at the end of the article, arranged alphabetically and following the format proposed by the American Psychological Association (APA), sixth edition. Examples are cited below:

- Books by an author: Duby, G. (1981). The knight, the woman and the priest . Madrid, Spain: Taurus Editorial.
